Is the iPad/iPhone hardware bound to improve only at a level good enough to make sure new overly complex software will run at a reasonable time?

The known phenomena of new hardware spec required just to satisfy more overly complex software such as in windows/intel duo seems to reoccur in the Apple world. Is it true and if so can some rule for predicting this growth can be deduced from it?
