Offering a bounty for an answer is, much like humorous answers, outside of the current scope of Quora. If Quora really wanted people to do it, there would be a "offer a bounty" option when you ask your question.
That said, much like humorous answers, I believe that some users will find it useful for their purposes and it will continue.

I don't mean to belittle the Quora admins in any way, but Quora - inherently and by design - was constructed in such a way to to promote quality questions and answers. Their fantastic audience is a byproduct of having a fantastic website that combines so many never-before-combined elements.
Everything that I shared on my answer to "How did Quora manage to do what Mahalo and Yahoo! Answers couldn't in getting such high-quality questions and answers on their site?" applies in this case.

Anon User is completely right: If you haven't already, watch Red Letter's prequel reviews and you'll see that there are huge, glaring problems with every aspect of the three prequel films.
Better actors might have helped a little, but "not much," as Ian McCullough says in his answer.
Adam Mordecai makes another excellent point: The end result would have been much the same, terrible.

EDIT:
The "What if Star Wars: Episode I was good?" video in Cameron McDermott's is amazing. I wish that Lucas had encountered someone with ideas like that before filming started.

I don't know about other people, but whenever I don't respond to a text it's because:
- I read the message and intended to respond, but then got distracted
- I was doing something that doesn't allow me to respond (driving, working, etc.)
- Some combination of the above
