Besides obvious reasons of internationalization, what are the core functions of yandex's silicon valley presence? Business development? Engineering? Spying on google? (kidding! sort of)

I've CTO of Yandex Labs (not CTO of Yandex :). I started it two years ago.
Yandex Labs is part of Yandex R&D.
Currently, it works mostly on Search Quality -- ranking, ranking features, content selection.
The primary purpose of Yandex Labs is to take advantage of local talent -- it has already hired everyone it could in Moscow and in Russia.

Jobs descriptions there need improvements, but yes we are hiring and looking for both people we experience with building major Search Engines, and for great software engineers.
