UPDATE, 18 Sep 12: TechCrunch did recently "discover" Latin America -- a number of companies from LA attended SF Disrupt in September 2012, including companies from Argentina, Brazil, Chile, and Mexico -- each of these had its own "pavilion" to exhibit their companies.
That said, there still is not a lot of coverage, at least in English.
Shameless plug: I'm pretty sure my blog,
www.latamstartupblog.com, is the only one that focuses exclusively on LA in English.
Pulso Social (
www.pulsosocial.com) is also providing a little more English language coverage lately.

http://thenextweb.com/la/ ) does a good job of covering the subject. I am also trying to get my hands around it, but it's a much bigger subject than Americans in the tech industry might expect.
