Does Estakhr's principle of physical constants solve one of the wikipedia’s list of unsolved problems of physics that is there a theory which explains the values of all fundamental physical constants?

If that is what you mean then no. It is at best begging the question.

All the principle involves is computational limits… there is nothing to explain why the values of physical constants come out that way in particular: ie why the computational limits of the Universe from the Big Bang happen to have those values.
