If you mean 猥琐男的猥琐, then I think a good translation would be "creepy" or "perverted"
"As in, that man staring at that woman's bottom is very creepy."

"Perverted" is the most proper translation when you use it among friends.  
However, if it is seen on a serious news report, a proper translation would be "obscene".
This term has been used causally in a joking manner.  So"obscene" would be too harsh in the translation.

Americans also make joking statements among friends, a example would be, "such a pervert!"
An adequate translation could be.  "你個猥瑣男!"
