How did early communist China improve literacy and life expectancy dramatically although it was extremely poor at that time?

Alhough people were poor when the PRC was founded,I think there are two main reasons to explain it.
First,a united and peaceful country.Before 1949,people were killed in the war or starved to death and the average life expectance was 35.A new government and peaceful environment could at least provide its people with enough food to feed their stomach and people certainly expect to live longer.
