Look in the folder in which your iTunes library is located and find a file named "iTunes Library Genius.itdb.lock." Delete that file, empty the trash, restart your computer, and try launching iTunes again.
Try downloading and reinstalling iTunes from here -> Apple - iTunes - Download iTunes Now

Do you have an iPhone, iPod touch, or iPad connected to your computer when you see this problem? And does it go away if it's disconnected?
If it only happens when a Apple device is connected, try the steps in this article or restore the device.

You can follow this steps

  1. Quit and reopen iTunes. if you see error again, then restart your computer.
  2. Turn off Genius in iTunes in the Genius sidebar (choose View > Hide Genius Sidebar).
  3. Quit iTunes, disable the anti-virus security software on your computer, then reopen iTunes and try to sync your device. If iTunes successfully syncs your iPhone or iPod touch, consult the anti-virus software vendor.

hi, the anti virus was the problem. Once removed it worked.
