In Babylon 5, what is the meaning of the phrase that Ambassador Kosh says "The avalanche has already started, it is too late for the pebbles to vote"?

Back at the very start of the series Kosh was ambushed by a rogue Mimbari who attempted to poison him.
Commander Sinclair gave permission for Dr Kyle and Lyta Alexander to both violate Vorlan requests (and arguably Vorlon law) to operate on Kosh against his stated will.
While this act did save Kosh’s life, it was - as I said - done against the will of Kosh and against the will of the Vorlon nation (species?)
So, when M’Ola asks Kosh if he can intervene, Kosh points out that Babylon 5, and Commander Sinclair, has a history of overriding the wishes of aliens when it comes to personal beliefs.
