A neurologist is a physician who specializes in investigating,  diagnosing, and treating human neurological disorders.  In order to be  considered a neurologist, one needs an MD.
A neuroscientist is a researcher who studies how nervous systems work or the underlying causes of neurological disorders. They often study non-human animals (e.g., mice, song birds, fruit flies). Neuroscientists typically have a PhD.
A Neurologist is someone who is like a brain and nervous system doctor. They, as other answers said, investigate and diagnose neurologic disorders, treating them as needed. A neuroscientist is one who studies not only the nervous system of humans, but other animals as well. While both need certain schooling for a person to understand (and for lack of a better term) be one or the other, a neuroscientist has to have more degrees (PhD) and a lot longer time in a college or health care school.
