Would A Small Business Pay $99/mth For An Inclusive Brand Management Package?

This is too low. People assign value to things, and in business, the lower it is for a product which should be high, I wonder what am I giving up? At this price, you can only do so many clients unless you have people you can outsource to. Here's the thing also, the people who would buy at this rate, I promise you will demand the most and give you the hardest time. Price sometimes weeds out the jerks who will constantly bee looking for a reason to get a percentage off that $99. Trust me, post a second after agreed, or not get the fantasy viral traction they have built up in their head, and they will stop payment. They are time wasters who want something for nothing.

I'm going to play the skeptic here and wonder how well you can really provide any of those services for $99/month. My company, Deluxe Corporation, provides most of what you mention for the small business market, but I know there's no way we could do all of those anywhere near that price point.

If your question is whether small businesses need those services, they do.

It depends on the size of Small Business you are focusing. But $99/mth could be the right price point while more could be 'no thanks'. You could streamline your offer at $99 and have other more complete packages at $299 and $799.
