Yair Livne, Lived in Israel most of my life.
Pretty much every major tech company:
Adding some to the above answers :
  • Face [dot] com (Face.com | Coming Soon) which was acquired by Facebook and still keeps their offices in Tel Aviv
  • ebay opened an innovation development center in Netanya (Ebay Launches Innovation Center In The Holy Land)
They also acquired the Israeli company The Gifts Project and they are still located in Tel Aviv.
  • AOL has offices in Israel (not sure it's R&D related)
  • PayPal has offices in Israel (again, not sure they're for development)
  • SanDisk has a quite a few R&D offices in Israel, while their headquarters are currently in California.
  • Taykey has headquarters in Chelsea NY, but also has offices in Herzliya.
  • Amazon is planning on opening Israeli offices in 2014 (Amazon to open Tel Aviv office )

I'm sure there are a TON more that many people aren't aware of. Unfortunately, many companies rather not 'publish' the fact they have Israeli offices just for political reasons...

...and last but not least, Sears has an R&D office operating ShopYourWay in Israel, which is where I currently work.
(although I'm not sure 'Sears' is what you would call a 'tech' company)
