Why Google Earth doesn't work the same way in India as it does elsewhere in the world?

Now, Indian government has invested millions of dollar to develop this piece of software, which was attained freely through Google Earth. So the geniuses sitting high up in New Delhi came up with this brilliant idea that they should ban Google Earth on wrong usage charges, while we provide Bhuvan for free for usage by the masses and this way we can lead it to being somewhat relevant in terms of public remote sensing. We started blaming US for controlling GPS satellites so started our own Navigation System GAGAN. Now we need to "force" people to use it as if choice is provided, they out to choose the one which is more streamlined, less buggy and more developed, like the American alternatives.

Still dont understand how you can ask to ban Google Earth, though advertise for the usage of Bhuvan. Does the Government think that the terrorist are patriotic so they wont use Bhuvan? I mean 80-90% Indians wont even know about Bhuvan as a navigation system.

Google Earth was available in India before a few years. It is said that many courts have claimed that Google Earth has increased terrorist activities, etc in India and thus called for banning it.

I doubt you'll get a straight answer, even from Google themselves. because Some are speculating that Government isn't allowing it. But, I don't think so. It's because Google Earth desktop version is available in India and satellite view in Google Maps is also available in India.
But I think  main reason is is very little Google Earth data in India.
