Why do the most religious countries in the world have the highest rates of crime?

Data can be conflicting. Which sources cause you to form that opinion?

My first guess was religious countries have more laws and more zealots to enforce the laws. But question is wrong. The most religious countries of the world do NOT have the highest crime rates.
