Why was Google's Orkut built on ASP.NET?

The last Windows machines were turned off in January 2006.

It was initially made in c#/asp.net because it was a 20% project by Orkut B. and that was the fastest way for him to get a working prototype up.

Why it was launched in that state and without a proper team to back it up are other questions.
