For low light situations, the biggest factor is sensor size. You want a camera with a big sensor, which is exactly what most P&S cameras aren’t.
There are a few compact cameras designed for low light as well as high end smartphones, such as the Huwai P30 pro, that have good low light performance (again, for the sensor size).
I don’t know about 2019 but right now the the best camera for shooting youtube (or any kind of video, for that matter) would probably be the WEAPON BRAIN with MONSTRO 8K VV Sensor Best Red Camera C...

Thing is, I live in a dense city with lots of traffic lights, so often when I get passed I just pass them back 50 meters later when they are stopped at the red. I love it when that happens and I try to give them a little wink if I can.
You're actually asking two questions:
A) Why do bikes exist on the road?
Because the road does not belong to you, that's why. So share the road, even if you think other people should not be using it.

B) Why, at a given time, are there bikers on the road when there's a bike path?
In many cities bike paths are often sandwiched between the sidewalk and the road as an urban afterthought, this makes them potentially dangerous and impractical. There are are countries like Denmark and Holland where bikes have great infrastrusture (even their own freeways) and you probably would never see them on the road in those cases.
I live in a city with a lot of bikers and an absolutely horrible bike path grid. Paths often run along dangerous parked cars, bike paths can also be painted on sidewalks which is very dangerous.
Bikers don't care about cool, they want to safely get from point a to point b, just like everyone else.
Often the safest option on a given route is to ride on the road, period.
